Coco is the easiest target for chink spam bots so Cover needs to vet who can and cant talk to coco. "ENma" (actually jenma, "enma" is only Ina's manager) previously banned gura and ame from talking with or about coco on stream, or at least very heavily disencouraged them, so Kiara either told her to go fuck herself or has special permission because she's been very open about talking with coco and wanting to collab with her.
I personally think its the latter. If someone was going to collab with coco and risk chinese spammers on EN it wouldve had to be Ina or Kiara because they have the lowest numbers so you can isolate them for a month with no much harm done. Kiara is the only one extroverted and chad-autistic enough to: a) ask for a collab, knowing the consequences, b) actually antagonize EN staff to get a collab, c) "not care" about (more) schizos spamming, they probably wont be any worse than the ones she already has.
Only Kiara or Ame would've gone for this. Only Kiara or Ina would've gotten the OK. Only Kiara would actually WANT to collab with Coco because she likes Coco and to prove a point with zero regard for her growing anti numbers.
