Gyaru is a just a fashion subculture, focused on breaking traditional Japanese beauty norms. Colored hairs instead of black. Tans instead of pale skin. Revealing outfits instead of modesty. And plenty of influence from the west.
Note, however, that one doesn't have to meet all of those requirements to be considered 'Gyaru'. Many Gyaru styles don't involve tans. Some don't involve influence from outside Japan. You get the idea.
