It's sort of similar to evolution in this regard, neural net doesn't care if some particular movement was unnecessary to click on the circle, it only cares that the movement didn't cause it to miss because there is a punishment for missing and no punishment for unnecessary moves. This explanation can only be correct if Vedal is using reinforcement learning however and not something else as far as I know.
