You need some initial momentum, and being connected to Hololive via Watson was that momentum for Uto and Nabi.
And she did say nothing. For quite a while. When it started to get out of hand, and was detracting from her own streams, she shut it down by saying that there's no hard feelings, but they're not sisters. That's not "very bad," it's not malicious, it's just asking her viewers to move on because she can't and won't act on it.
