For me it's an arc. You see Suisei was messing a lot with Pekora at the beginning of RUST, because Pekora is the type to happily play along for content. But once she decided to play WITH Pekora, and seeing what she's capable of, she started to respect Pekora a lot.
If you notice she didn't mess with Pekora at all on second season, the only times she got near to Pekora was to play WITH her.
Besides, their teaming up in RUST S1 was great, it was quite the surreal time, felt like two friends talking when the end of the world is near or something, that sort of vibe.
I think they have everything they need for a great collab.
