It's still unknown if Selen applied for Hololive at all. People have just twisted Mumei's belief that Selen was joining her in Council to be an admission that she knew she applied, which isn't necessarily the case.
The only ones we can reasonably assume or outright know applied for Hololive are Pomu, Elira, Finana, Enna, and Shu (who was baited by Cover's gender-inclusive audition forms despite not looking for men).
