Joining Hololive is life changing and the hours are better than any normal job with the ability to take breaks whenever you want, work whatever days you want and stream as long as you want. There are restrictions because you are representing the company and the company has it's own direction.
Understanding how Japanese entertainment and idol companies works helps. Just because they are under restrictions now is normal in these companies. When you first join you are essentially considered in training or newbies with lots of restrictions to ensure you develop properly in the business. Once you have "proved" a loyalty to the company and your fans and have shown you're serious in the role the company lessens restrictions considerably. If you've ever followed J-Idols you'd understand that Hololive is doing a very similar thing.
So the fact that different branches don't collab that much won't be the same forever and already they are given permission to collab outside of the company and with Coco.
This is in addition to the huge sums of money they are bringing in. Not just from SC's but merch, song sales, voice packs, sponsorships and other income avenues. No matter if the company takes a cut of that the amount of money these girls are making is very very large. Enough to move house comfortably as most have done after joining.
There is almost no downside to joining Hololive. And the idea that your character doesn't belong to you, Cover pays for the character art from pretty expensive and prominent artists and gets professional riggers to set them up in live 2d which is hugely expensive. Most vtubers starting out couldn't afford Vtubing characters like this out of the gate but Hololive get it just for joining.
Also as soon as you graduate it's likely the character will be graduated as well since the fanbase is around the Actress not the design. No one would watch Subaru if her voice actress left. We saw that with Kizuna Ai.
And we're kind of assuming they wouldn't get their character when they leave or have a chance to buy it from Cover because of HoloCN. We forget that HoloCN were literally organizing doxx raids on Kiryu Coco and caught doing it. They also made up that Cover had allowed them to keep the characters and released official statements when Cover hadn't agreed to anything.
TLDR: Joining Cover is life changing both financially and professionally and that's why thousands of people turn up for every audition run.
