It's basically cooperative storytelling heavily influenced by random chance surrounded by a fairly complicated and rigorous ruleset. It actually takes a good bit of skill to do it while being entertaining, and it can be quite an intimate and fun time for you and the person who's fortune you are reading. Most of the tarot readers don't actually believe in it and especially in these friendly setting those getting their fortune read do not believe it either. But much like when playing D&D it is fun to pretend.
