Stream hours mean practically nothing because Cover operates on an entirely different level here. Holos are far more than just streamers, they're idols, icons and characters within the Hololive franchise. You're suppose to follow them the way a Touhou fan would follow their favorite touhou. Holos provide a wealth of secondary content beyond just streams, in fact sometimes eating into their stream hours because they end up being so busy behind the scenes.

The festivals and concerts that take months of training, fitness, and choreography lessons. The tens of thousands of dollars invested. The massive productions. The contacts with major record labels.

Hololive is 100% an idol company.
Even the EN members confirmed in the beginning that EN was more entertainment compared to the JP branch being more Idol. And most of the JP girls wouldn’t let you get away with saying they aren’t idols.

If they barely stream and the company can't unfuck its management, they will be replaced in the market by a company that does not have these problems. It may take an additional year or two, but Cover is doing terribly with PR in EN-land. Too many people are talking about fundamental issues with their current business model with regard to the audience they have, compared to the audience they're chasing... on their own official forum.
