3 views in small corpos are doing fine where they are, and the ones in the 3 big small corpos (Phase, Kawaii, Idol) are slowly but steadily inclining. Going to Holo is a slightly better upgrade, but these girls have an opportunity to instead make a name for themselves by helping to grow a small company.
So what you're left with are 2view indies and minor small corpo girls. Girls in this category either wouldn't be able to do what they enjoy in Hololive (e.g. non-Nintendo retro games), or have already applied and are waiting for a response. And therein lies the problem.
Many girls are applying to not just HoloEN, but also NijiEN and the various small corpos at the same time. And as we've seen thoughout 2022, Cover has just been too slow, as basically all the hyped up indie girls have been picked up and distributed among places like Phase and IdolEN.
Right now, your prospective EN3 are probably going to be complete outsiders like a lot of Myth, or some super tiny 2views that they're willing to take a risk on.
