I'd note that she seems to keep switching between past and present tense regarding her "crushes" on Pekora/Fubuki. Though she's mentioned many times that her feelings for the rabbit aren't romantic, if you actually look at the definition of a crush it is literally 100% accurately used in regards to Peko.
And of course she never said her heart "also" belongs to Veibae. You see, there is a sentence in-between that changes the topic. She simply added her to her list of crushes at the end.
