I think I cracked the code: something really bad happened to Gura, as a result, she's unwilling or unable to continue working at Hololive. They managed to convince her to delay her graduation until after HoloFes and EN3 debut. But after that she's graduating.

What happened? I don't know, she could be seriously ill or maybe a close family member is ill or maybe she was spooked by a crazy stalker. I don't know.
It was not laziness or conflicts with management, otherwise they wouldn't be certain of the graduation with so much time in advance.
