It's not her design thats plain, it just her personality. Her design and lore are actually top notch, but she acts in a very uninterested, unambitious, mellow way. If that act is a kayfabe, she never breaks it, and never lets her real personality shine through.
I've always wanted to like mumei more because of how cool her design and backstory is, but I just can't stay very engaged in her streams. It doesn't really seem like she is even engaged in her own streams.
