She is fine with meeting other people and hanging with them provided they help her build cool shit. I'm not sure if it's even possible to be her IRL friend as in go hang with her and shoot the shit etc because it seems unknown if Pekora really even does that much, or if she even really considers other Holos even doable that kind tier of friend instead of mostly as coworkers.
Kiara was a noob at MC and still isn't super-skilled at it so Peko has yet to be truly impressed by her. Rather she likes to take a fan around sightseeing but to like really make a mark on Peko, you need to impress her for real like Moona did. Kiara's Pekoland KFP is at least actually-decent looking inside - which is a big step up from her original one on the EN server - but doesn't do anything crazy like actually cook chickens for food etc (which wouldn't even be that hard actually, vs say something that comes delivers the food to your table). If anything they're lucky Peko does care about just style/form sometimes too unlike Aqua being mostly about the technical details.
For example it is possible (albeit quite a chore) to make a gambling roulette machine in Minecraft that actually does payouts etc... and Peko fucking LOVES loves to gamble. Do you want in Peko's pants Kiara? Make a casino for her in MC.
