I do know the daisenpai (Elira) got 3D first, so there is some semblance of fairness. It'd strange Elira didn't get 3.0 first too. It's not like she's a slouch when it comes to numbers. But it's good to throw a bone to the Dragoons, I think.
If you wanna get strategic, what they should have done is give Elira 3.0 and Selen 3D. It would make use of Elira's more emotive zatsudantype streams, and allow Selen to have full reign in 3D. As of now, neither are that fit for their gifts
