For the audience? As someone put it, vtubers require the type of time investment and dedication an MMO does. Not very many people will choose it over casually watching TV/Anime or playing a game.
Also it's filled with lonely people. I'm not surprised by the sheer degeneracy in the community, I'm surprised that we're able to be as decent as we are.
Overall, people that are not a bit bonkers in the head would probably do something else with their time - be it streamers or audience.
