When Koyori and Lui are hard-grinding relationships with their senpai (and Koyori also hard-grinding hours), Chloe building her moe/relatable appeal and studying what makes chuubas popular, and La+ getting shilled by Cover, she ended up getting left behind. That initial impression matters a ton.
If you want an example of opportunities she missed - her oshi is Suisei. She had plenty of chances to ask her for collabs or advice or help. Chloe, as a good friend, even set her up with a 1-on-1 date with Suisei where she just watched her eat. In the end, the 35P Koyori social'd her way into a collab cover with her before Iroha even could get a collab.
Don't get me wrong, though, she IS inclining now that she's starting to work smarter, build her image, socialize more, and starting to lean on her senpais a bit more like the rest of her genmates. Her growth in marika was great since it gave people a story to latch on to, and if she keeps up with it she'll do great in the future too.
