That said, I think I'll separate my opinions into branches and focus on Cover since that's who I predominately watch:
- For ID, I'd say probably Ollie. I really don't know what she did, but her growth was amazing and she never capitalized on it to the point she dropped down to under 1K CCV for quite a while. She's rebounded slightly to around 1.3k, but that's hardly above Anya (ID's lowest subbed and viewed)
For JP, the girls frequently say how dumb Roboco is IRL, so she's probably the ACTUAL physically dumbest, but as for opportunity squandered level dumb, it's defintely La+. She had explosive growth, then essentially tried to use the company name as a stepping stone and failed miserably, now she's been MIA for 2 months. Both she and the company are just riding out the rest of her contract and she's gone.
- For EN, it's a very tough field. Gura is probably the actual physical dumbest, but she uses that a bit to her advantage with the "Tee Hee, I'm a cute dumb shark" that incels just eat up. I know people will say it's Mori, but she's probably THE smartest in the entire company in terms of using her position for her own advantage. She got herself a contract based on Cover's contacts and model and also knows out to milk her fans the most with very few well placed streams.
So who does that leave as a dumb person who squandered things? I guess Sana. For whatever reason, she couldn't even manage a year of literally playing games on stream for loads of cash.
