>>4193647min/maxing in an RPG usually is frowned upon by most GMs, because those types of characters can seriously break combat encounters for the group. and min/max literally means maximizing one ability, and putting nothing into other things. a full specialized weapon combat build is a typical min/max rpg build. in order the challenge those characters in battle, the GM has to pump up the encounter, and all the non-min/maxed characters tend to die then.
That said an asshole GM will usually kill off a min-max character by giving them a lethal situation that plays to their weaknesses, just to rebalance the campaign; a smarter gm, who doesn't ban min/maxing will usually keep the campaign deep in that min/max'ed characters weak spot. not always, you want to make it fun for the player even if they're trying to break the combat system, so you'll give them a chance to shine, but you don't want to encourage that type of character, so you'll make sure they hurt for it too.
