Mori Calliope announces a video game project that will be based on the Paper Mario/Mario RPG style of gameplay and the Nazumi Scheme art style and world building concept.

That sounds like a Myth project since only Ame has any idea about game dev. At most you'll just have a game with the same aesthetic style as Mori's work because it's pretty unique.

There's a guy called Worblir who is literally making exactly that kind of game you mentioned but for another fanbase. The game is called Jerma's Big Adventure 2.
Maybe the Deadbeats can pay him to literally make the same game but with Calliope and her fanbase?

Anon game assets are not just character animations.
Concept art, backgrounds, menus, other assets.
Unless you source it from somewhere or get a team a single person would spend years working fulltime on a decently sized game.

Has she ever played paper mario or at least talked about liking it? Why not make it more like persona since she's so into that?
Either way I doubt it would turn a profit if it's only about her, maybe if it also included her genmates it could do okay
