No one would use that to seriously (or at least, respectfully) refer to non-binary people. In fact it would probably feel rude because of the どっちでも (docchidemo) part - think about how どっちでもいい is a dismissive 'Anything is fine'. If anything it might be more of a yab as a crowd dad joke, with her not realizing that non-binary people even exist as a concept. Japanese do have words for non-binary people, even though the concept is incredibly niche. They would instead say Xジェンダー or 第3の性, and there is no reason why she wouldn't say that instead to directly rally them out if she intended to do so.
