Makuhari is a very nice convention center, but it has 2 places that can be a concert hall but the bigger venue across the street is ABSOLUTE AIDS. It's known as the flatlands because it's literally just seats among seats in a flat fucking venue where if you're in the back you are completely fucked and have to watch the monitors to see ANYTHING even if you're tall as fuck, while the smaller concert hall has less seats, but the seats are tiered so even if you're in the back you can at least see the stage.
I'm going to assume they're using the smaller concert hall, and if that's the case there are significantly less seats to work with which is why I bet like 100 people at most were able to win tickets for the gaijin portion of the lottery. Makuhari's convetion area is rather large though which is where they're holding all the extra stuff, which is probably why they keep going back to it rather than finding a new venue for more people.
