It's impossible to gatekeep without conditions. It's even used in the screenshot example you posted: "Wal-mart's 'cultural' gatekeeping." Gatekeeping is a process. 'Access' is one word that is part of that process. They aren't equivelents, in the same way that a word isn't the equivelent of a sentence.
