The english market was an unexplored branch, I am pretty sure they thought the EN was going through the same platitude phase that miko, sora and the rest suffered.
Also, I think they want to play it safe since they dont really get how to work in a western market. They do not exactly understand cultural difference and quirks unlike in japan, and is afraid they are going to shoot themselves in the foot by making a premature decision.
