Because Ame is a fucking loner who hates collabs. Very early on she made it clear she wants to only collab within hololive and that's never changed.

There's a better chance of collabing with Kiara since Silvervale actually watches Kiara's member streams.
But these types of collabs are always super low priority, I mean look at Ironmouse/Kiara collab that's been flaunted for like a year and still hasn't happened
