I'm a bit sad I forgot a lot of various artist names I used to like in the past.Plenty of even older people who started late. Honestly learning how to draw isn't hard, it's the mastery of ALL the subject that takes forever. Characters, monsters, animals, clothing, nude, shading, lighting, structure, scenery, machines, etc. each one requires mastery. You can spend your whole life trying to get good at them all and you'll never make it. But if you just choose one main subject (draw cute anime girls) and really focus on it, you can be quite good after a few years.
The main issue of starting out late to draw is the amount of free time you have. Work, family, responsibilities eat everything. If you're a NEET, then just do it.
