Your wrong points aside HoloJP had 28 debuts in 28 months, from September of 2017 until January of 2020, while HoloEN had only 11 (and a graduation) in the same time spam. The only other branch that was treated worse was ID but until the third gen they never got big in the same way EN got, so you could explain this as lack of interest from Cover's part in a similar way that it took almost 2 whole years for a new StarsJP gen to debut, but HoloEN taking actually 1.5 years and counting for a new gen is absurd when for a while it was the biggest group of HoloPro.
