They should stream when they feel the most fit to do so. For most ENs that's afternoon/evening hours, so yes they should stream anywhere from say 3pm JST to 10pm JST.
Waking Ina or Gura up at 6am so they can stream an hour later when they would otherwise still sleep in til noon is asinine.
