Look at Haruka. From what we can gather, the final round of EN auditions happened somewhere around April last year (judging based on some high-profile, VShojo-adjacent vtubers revealing they were turned down at this time).
From that point or somewhere around there, Haruka was signed on and began preparing for her debut, which was in December.
People who mainly watch other companies, and especially Japanese companies, still don't get how VShojo operates and what "talent-first" or "talent freedom" mean.
It means that a talent's movements are led by the talent. In other words, Haruka's debut didn't happen until she was sufficiently ready to do it. VShojo gave her the space to prepare as much as she needed to make her debut everything she wanted it to be.
"OK, so why haven't there been any other members in all this time?"
Well... I dunno. But there was a Japanese audition form, and that was before VSJP was even properly set up.
It's believed that due to VShojo's generationless organization, new members are debuted apart from one another so that they can be focused on as individuals.
Shortly after Nazuna's debut, Mouse had said that the family would grow "soon," and then she said the same thing after Haruka. So we know there are new members in the wings, it's just a matter of waiting for them to debut.
