The other out, beyond NBR, is to make it not “unjustifiably glorify or exaggerate” it via adding a bunch of miserable drama and suffering. The YNS anime came out right as the bill was still being work on and do it ramped up the angst and drama of Sora’s route as an out. It worked too, because YNS did get reviewed after the law passed but was allowed to still be sold as is because of that added misery.
This is the reason why Oreimo is so cagey about directly stating that the brother and sister were having sex, with the anime going even further by having an ending with plausible deniability despite the heavy implications of them continuing their relationship in secret.
It is probably the biggest reason why Eromanga Sensei just has them be NBR so the author didn’t need to deal with the headache again, though he at least did it as best as he could by not having the nbr be a bullshit “twist” at the ending.
There are some other considerations and ways around the law too but they all have their own downsides to consider too. This law is just the biggest reason why incest fetish pandering has seen such a huge decline in Japan.
