That'd be really tough with how many girls there are. If you did do that then each individual girl would probably only get a small amount of dialogue. Though I guess if you were able to convince everyone to write themselves, you could get something going. You'd need translators though.
Would probably have to be some sort of turn based strategy for it to be equal.

Fighting game is the uninspired bog standard genre for adaptations but it would allow every single chuuba to get a chance of being in the spotlight.
An "idol" SIM where you deal with yabs and rrats and schizos while trying to constrain your crazy chuuba employees as a manager would fit closer to reality.
Some sort of management simulator where you are actually playing as the chuuba might be interesting too (pick phrases to entertain the audience, pick a balanced streaming schedule, etc.)
A long RPG (100+ hours) where you get to pick your own team of vtubers that grow stronger the more popular they are might also be interesting. Depending on your part members you get unique interactions and dialogue and stuff like that.

Any anime game ever? Fighting.
It's the standard go to for adaptations and it'll just be drowned out in a sea of better, longer running games in the genre.
Knowing an anime is going to get a game and it turns out to be fighting immediately kills my hype because you just know the story will be awkward or nonexistent, interactions will be limited to two lines per character and the multiplayer will be dead within three months.

My favourite genre is JRPGs, so that's the kind of game I want. The only problem is how to translate the hololive cast into a JRPG. I've got a Hololive TCG in the planning stages. General jist of it is you choose 3-5 holos to manage and have to plan and schedule streams/events for them in order to gain more popularity than your opponent in a set period of time (or reach a certain threshold). Holos would have unique abilities and stats that indicated what types of streams they excelled in, and you could spend money to play cards that sabotaged your opponents streams while ensuring yours were successful.

I've got the basic rules and card structure down and I've reached the stage where I'm exploring design space and designing a few cards to get some sample decks programmed in TTS/Cockatrice to begin playtesting. It's not quite a video game, but I guess it'd fall under the category of fangame.
