He literally got sponsored by TPCi to make the video, which just tells me that holos not being allowed to play pokemon is entirely the fault of Cover and nobody else. Like, people love to point the finger at Game Freak or TPCi, saying that they're overly restrictive, and that hololive can't get perms because of them, but "refuses to let you play their game" and "will literally PAY YOU to play their game" are two completely incompatible stances. The "japanese autism plez undastan" excuse has its limits, and this is clearly breaking them.
