The first one is just the second one doing the weird squeaker voice where girls like scrunch op their vocal chords and talk like a baby. She just decided to stop and continue with a more mild change in voice because the old one is a retarded western thing. Many western girls do weird voices because they have no VA training and you have probably gotten so used to it you believe them when they say it's real. But you would never expect to hear someone talking like that irl, because it's fake.

It is clearly the same person, she just talks with a mugh higher pitch now.
If you watch her streams from start to finish, you notices that at some point she gradually changes. My guess is that a manager told her that she would be more popular with a higher voice (nobody buys the "I was just nervous" excuse, Ami).
Also: Sometimes she accidentally falls back into her old voice when she is surprised by something. Or compare her "wide Ami"-impression to her original voice.

After Tsunderia died, she mentioned that she wanted to reach out more to the community.
In other words, she probably wants to cut down on costs by having art done for her by the fans.
