Totsu happened a month after her debut, mid August. You can't blame everything on that, even though it was a massive mistake. Some of her pre Totsu streams were 5k averages.
And even then, her September average was 4.6k. It then dropped to 3k from October onwards.

Her game selection is poor and i feel you can't get away with it as much in twitch compared to being in a jp corpo in youtube to which the audience will watch anything (just look at the holos going for another round of a couple hundred boring-ass Minecraft vanilla streams).
But i'm losing hope the problem is solvable because she has a terminal case of normie-taste in games and is unwilling to open up her range (look at how she ignored replies that weren't the same shit recommendations her jps always do).
Even as a market decision (that is, her decide to play games she doesn't care that much about but still plays them for the fans or the get more viewers) she seems completely clueless and disconnected from anything gaming related.
She even got into the Pokemon or Elden Ring train many months after everyone played it to exhaustion and she has talked before that she has looked at popular games on twitch and somehow got the impression that multiplayer shooters like APEXs are all the most popular ones, which was baffling to me to hear.
A bit of pity, because the freedom of playing games without having to ask for permits is one the few advantages she has now over corpos and that would make her more flexible to get into FOTMs than them because many of them are well awaited AAA games but often there's some new indie unknown game that get by chance into the spotlight.

Even in the USA where there's fair use laws and some games currently give blanket permits by default there's still plenty of games being streamed that they certainly shouldn't be legally able to play and they don't ask for permits. Not even the biggest streamers, that have 20x more viewers than her ask for permits.
In Japan i assume the same, they're not going to bother chasing after indie streamers for no reason.
Also, i can't recall exactly but i swear i have seen her start playing a new game in the middle of a stream completely umprompted and this leads me to believe that she doesn't ask for game permits now.

Twitch kaigai viewers don't want to watch a Japanese streamer. She doesn't want to follow the twitch meta. Even if she did it wouldn't attract twitch kaigai viewers, because they don't care about Japanese streamers.
Mikeneko was tricked into being Nazuna by thinking there were kaigai on twitch.
The kaigai that love her from being in Hololive and clips are on youtube. She would get more viewers on youtube, by doing the exact same thing she always did.
