They can't really get things to work like how mainline vtubers go, unless they can convince a seiyuu to sit in front of her computer for hours all the time indefinitely streaming which is utterly not what their career is. I can see it though that a somewhat-famous seiyuu may think she'd be more successful as a vtuber and have something commissioned to play as on her own, and either greatly reduce her roles or just quit the acting gig. There are some old/retired/washed-up seiyuu who I bet could make a killing being a vtuber just from their existing fame.
