They are very much not close, Kanata has never particularly mentioned being close to Towa or has any stories to share with her, the only time Kanata has mentioned Towa in the last 6 months or so was when chat asked if they had spoken recently and Kanata just said no. They can banter but that's just them being good at entertaining.
