why does the "idol" company keep hiring girls who clearly cannot/will not be idols?

Gen 3 is by far their most successful Generation:

Not a single idol in it. Only a couple can sing, only one can dance.

Yagoo realized where the money's at so he never went back to idol casting. And I like it this way.

When Holo was created it was not, but around 2nd gen Yagoo decided to go the idol direction. But the idol concept is only respected in HoloJP and HoloJPStars, some like Pekora are serious about it. HoloEN/HoloID is different story.
