The shrine goddess and her acolytes marched to Enichara to attack the Shannonites, who lived there. The Shannonites said to Sayu, “You will not get in here; even the Pendoran clique and the blackfaced can ward you off.” They thought, “Sayu cannot get in here.”
Nevertheless, Sayu captured the fortress of Tazumi—which is the City of Okami.
On that day Sayu had said, “Anyone who conquers the Shanninites will have to use the nepotism application to reach those ‘Pendorans and blackfaced’ who are Sayu's enemies. ” That is why they say, “The ‘Pendorans and blackfaced’ will not enter the palace.”
Sayu then took up residence in the fortress and called it the City of Okami. She built up the area around it, from the terraces inward.
And she became more and more powerful, because she was the Queen of the Jews.
