Nowhere close. They hold DEPOSITS of many startups. Many of those deposits may be venture investment funding provided by others (i.e. not from SVB). SVB is not providing the investment funding themselves.
And even then, most "small" startups have an account with a boring local branch of a big bank like Chase or Wells Fargo or whatever, and tend to have opened it when they started their company. SVB has a lot of Series A (and beyond) startups banking with them, i.e. medium or larger, but SVB was not providing that funding.
In fact, one of the factors leading to it's collapse is that it couldn't find enough companies to loan money to, so it chucked the money into HTM bonds.
