Superman is undoubtedly the most popular DC hero of all time, but I'd argue Batman is a better more interesting character with the best comicbooks. Dr Strange, the Hulk or the Red Witch are the strongest Marvel heroes, yet the most popular marvel hero of all time is easily Spiderman with a close second to Wolverine.
Being the best or most popular doesn't always make for the best content to watch. Gura appeals across a broad spectrum from kids to adults to gamers to musicfags to anime fans to 4chan denizens due to her meme power. But if you asked people their favorite vtuber i suspect gura would only rank 2 or 3 on most lists. She's the most popular because she has broad appeal, not because she's the best. (though to be fair to her she's very good)
Pekora however is an extreme character. A chaotic hilarious mischievous little gremlin who doesn't appeal to everyone who sees her content. I'm sure there are some people turned off by her laugh (it's far too unique to be universally appealing). I'm sure some people might find her behavior too bizarre and disturbing (we joke about her warcrimes, but this audacious rabbit tries some genuinely disturbing things from time to time, it's hilarious which is why I sub her, but I can see how it's not for everyone).
Be happy with batman and wolverine, I know they'll never be number 1 but they're still my favorites... just like pekora.
