Yes. I was here before Luxiem and even NijiEN was comfy as fuck during those days. You could argue the downfall started with Ethyria, and you wouldn't be wrong, but that was a different problem. Luxiem brought swarms of kpop fans and chinese fujos. Which everyone knows are the absolute worst kinds of people. Before Luxiem, men were either obscure or JP. The people that were watching Holostars JP and NijiJP are not the people causing problems today.

They weren't gonna do it, they wouldn't take away resources from GEN3 for it, and they wouldn't have released two gens back to back for it and wouldn't have pushed for HoloEN to shill them.
At best they would have dipped their toes on that untested territory carefully not to ruin what they already had.
NijiEN's male success had them diving it head first into it and throwing the girls under the bus for it.

They were always going to debut a HolostarsEN, they maybe sped ran it because of Luxiem/Noctyx along with the growing saturation of the market, but if anything it happening sooner is better than later. At least now the company got whatever remaining talent they got and Cover gets some cash, instead of waiting for Q4 2023 to even start to sub 300 views and sub 1k Super chats/mo

No, Holostars management and budgeting literally does not affect Hololive side at all.
En3 did not debuted because they debuted TEMPUS, EN3 did not debuted yet because they don't have anything to debut at all
