The banks aren't handing out loans and credit to poor people with the hope they pay them back. They hand them out because they KNOW they probably can't pay it all back, and if they are capable, they will be paying it back for decades. It's a constant, and stable revenue source for banks and credit unions. The system is designed to keep poor people in their lane, and only outlier can break the mould and strike oil on occasion.
A poor person could potentially "strike oil" and drag themselves out of poverty, but it is incredibly difficult when most if not all of your paycheck is to pay bills and feed yourself for the foreseeable future.
