They matter, but they're not a guaranteed success and you have to be able to use them. Much like expensive, comfortable shoes make it easier to hike long distances but a fit guy in shitty sneakers will go further up the mountain than some fat rich kid.

As people have said before, Filian is extremely expressive and makes full use of her equipment by literally never standing still. Not everyone can pull it off because there are idiots out there who have some great 3D models/equipment and just stand still like they're using some microsoft webcam from 2008. The same can even be said for 2D models too. Many will often point to Shylily's as being incredibly well made, but she has said herself that there are plenty of well rigged models out there and the problem is people simply don't use them properly. They're rigged fantastically and can allow for a bunch of expressive motions, but again many splash all that cash and just sit there like a stone.

They matter less than being actually entertaining and having a great personnality/sense of community

Having a great model is the cherry on the top but it's useless if there's no cake. Many VTubers with great models never get big

It's like when people who want to get into streaming or Youtube invest a ridiculous amount of money into expensive mics, soundproofing, and other equipment, only for them to not gain any traction at all, either through bad luck, or just because they suck.

This. The money is nice but riggers must feel shit that their work goes unnoticed because of the way people use them. Vtuber could be using static PNGs and wouldn't be able to tell the difference. This goes for many in big corpos too.
