Finana assumes Zaion followed her advice so she throws herself into the situation.
Management tells Finana their actual problem.
Zaion apologizes, not because Zaiion did anything wrong, but because Finana's poor decision making got her burned by management.
That's not gaslighting. Finana's advice was dropped in the circular file and she has no one to blame but herself for jumping to conclusions.
