If you're talking Tempus 1, then you're just wrong; they didn't fail. They're doing much better than their Stars counterparts in Japan. They're just always going to be in the sub 300k range because there isn't really a call for male vtubers in the English speaking world.
If you're talking girls Gen 3, then they haven't failed so much as failed to be a thing, most likely because a few reasons. 1) Instead of hiring an EN staff to handle the EN side of things, they lean too heavily on Japanese hires who speak English, which is both slow and not always a good thing. English personalities are just too far apart from Japanese and they don't understand what it is to be English. 2) The current EN girls talents are lazy. Without a contract forcing them to deliver certain amounts of content, they're doing as little as possible, which turns people off and makes a Gen 3 look like an unwise investment. Considering Cover is now a publicly traded company, the investments they make have to seem like good ones.
I'm sure we're going to get an EN Gen 3 for the girls this summer / autumn. I almost guarantee the LA event is where it will be announced with debuts coming the following week.
