If you can find the clip that compiles Nina, Rosemi and Reimu speaking together, you can compare the different accents.
Rosemi has speech patterns and choices of words that are typical from QC people. It's extremely obvious if you've ever been in contact with any of them for a long time.
Too long to explain, but if you take Nina's as a baseline for "international french" (she speaks international french like someone from QC), you should hear the difference in Rosemi's voice pretty clearly. If she's not from Quebec, I would be extremely surprised.
