Instead of risk getting rugpulled on ego by becoming a 2view nobody gives a shit about, they can't fail as a vtuber if they don't actually stream - but they think they're still "in the community" and "a vtuber" anyway somehow.
Basically it's a way to try to deny reality to themselves and pretend they're actually-someone while not actually having to stick their necks out and prove that people -actually- like them and like watching them.
Also dollars to donuts probably a lot of these pre-debut vtweeters have not-so-good voices or are trannies who know nobody will actually treat them with the same gravity they do popular girl chuubas as soon as they open their mouths and would rather live a fantasy of pretending they're an anime girl.
