Nijisanji does but isn't very effective about it. For every 10 recruits, they'd be lucky to get one serviceable talent and even then they don't have a clear strategy for talent development. Salome has completely flopped. Their best talents are still those from 4 years ago.
Going forward, it's clear that Hololive, Vspo, Isegye Idol and Phase Connect are going to dominate the market.
