The more subscribers you have the worse the ratio becomes.

most holos have about 5 to 15% viewership on videos. stream attendance is much lower. the questions is how many whales they can harpoon.

It doesn't seem to be that hard. I was looking through my subs (mainly indies ranging from 2k to 300k subs) and only a few channels failed to get at least 5% viewership.
The old channels which used to be relevant in the past but have since faded into obscurity tend to be the ones who don't hit that 5% most of the time.

So if I was watching a Vtuber who has 270 subs but has like 23 watchers per stream and her totals views for the vod go to 150 and eventually go to 200 past a week and a half, is that considered a healthy number?

Like I said the ratios get worse the more subs one has so ~10% live viewership and >50% vod viewership is as good as it will ever get. In absolute terms the numbers are literally nothing, of course, but that's only relevant if the vtuber is trying to grow their channel.

In EN/overseas case, subs doesnt equal dedicated fanbase. Especially nowdays where pity subs become a trend (ofcs it helps in someway like getting monetize faster).
So, getting 500-1k/month is already good enough if it means people actually tune in and watch ur content, buy ur merch, or support u in any way they can (making fanarts, music, etc.)

Yeah that's fast. Usually growth like that dies at around 10-30k subs since the algo bumps you into a different category, possibly due to percentage sub/views on videos.
