Ethyria has 4 people because wasn't a counter-wave in planning, it was to be an utaite group. Millie, Enna, Reimu and Yugo (ha!) were the hires because management were searching for female utaites who applied at the time. Yugo of course told them he couldn't be a woman so he backed out at the last second, forcing management to hire Nina, since she's probably the only person who said "yes" to prepping a debut in a single month
